Paws for Purple Hearts, is a 501(c)(3) non-profit organization, dedicated to improving the lives of America’s Warriors facing mobility challenges and trauma-related conditions such as PTSD, TBI & MST by providing the highest quality service dogs and canine-assisted therapeutic programs, is seeking a talented candidate to add to its growing staff. This is a full-time position that reports directly to the Chief Operating Officer. The position is based out of our Canyonville, Oregon facility.
This position requires an individual who has excellent interpersonal skills and professional communication, detail oriented, Record-Keeping Skills, efficiency and is honest. The Payroll & Human Resources Specialist will be the person responsible for processing the multi-state semi-monthly payroll cycles and human resources support for all staff at Paws for Purple Hearts and its sister organization, Bergin College of Canine Studies. The Payroll & HR will need to retain up-to-date knowledge on multi-state federal and state level HR and Labor laws.
Familiarity with the Paychex platform (PEO and Non-PEO account types or similar payroll platforms), Google Suite- Drive, retirement and health benefits, and worker’s compensation processes will be needed. The Payroll & HR Specialist will be trained to use these.
In addition to payroll/human resources duties, the Payroll & HR Specialist will also be required to help with a variety of ad-hoc tasks such as, holding staff meetings for HR related procedures, staff trainings, and new state tax withholding and unemployment insurance account set-ups.
Qualifications
1. The Paws for Purple Hearts (PPH) Payroll and Human Resources Specialist is required to have met one of the following specific educational requirements:
- a. A High School Diploma or GED
- b. An Associate Degree or Arts of Science degree in a subject area advantageous to payroll and/or human resources education
- c. A Bachelor’s degree or equivalent experience;
- d. Documented training, coursework, or certificate in payroll, accounting, human resources, and data entry.
2. Prior experience necessary for this position includes:
- a. Two years of payroll and human resource administration and management experience.
- b. Fundamental Payroll Certification is a plus
- c. Working knowledge of payroll processing platforms (e.g. Paychex, ADP)
- d. Working knowledge of Human Resource Administration & Management
3. Basic qualifications include the following areas:
- a. Knowledge of and an ability to conduct payroll processes and maintenance.
- b. Basic understanding of tax procedures, familiarity with benefits and other wage deductions.
- c. Knowledge of and an ability to maintain human resource functions.
- d. Strong administrative, recordkeeping, reporting, and interpersonal skills.

Responsibilities
1. Conduct all processes and maintenance for PPH’s and BCCS’ semi-monthly payroll functions and records;
2. Maintain, implement, and improve PPH’s and BCCS’ Human Resources Administration and Management processes to ensure compliance.
3. Conduct and track PPH and BCCS staff training required courses on ongoing basis as needed.
4. Maintain proper recordkeeping of companies’ payroll and human resources.
5. Maintain and process all hiring onboarding documents, assist with company employee handbook maintenance, assist in new employee recruitment process.
6. Maintain tracking of paid time off.
Duties
1. Conduct all processes and maintenance for PPH’s and BCCS’ semi-monthly payroll functions and records;
- a. Process semi-monthly payroll for each company in Paychex.
- b. Receive and coordinate requests for leave and other absences; track and maintain paid time off accrual balances
- c. Identify, investigate, and resolve discrepancies in timecards and payroll records. Ensure proper payroll deductions are in place.
- d. Maintain payroll processing system and records by gathering, calculating, and inputting data and handling changes in exemptions, job status, job titles, pay raises and benefit increases.
- e. Honor confidentiality of employees’ pay records.
2. Maintain, implement, and improve PPH’s and BCCS’ human resources administration and management processes to ensure compliance;
- a. Manage and assist benefit and retirement plan enrollments and changes.
- b. Maintain and improve onboarding documents (e.g. job descriptions, applications, job advertisement postings)
- c. Participate in various HR workflows (such as but not limited to I-9 forms, W4s, employee benefit program, workers compensation claims, unemployment forms, COBRA administration, etc.) by compiling, filing, and distributing appropriate electronic and physical paperwork.
- d. Assist in recruitment of new hires by creating and posting job advertisements, screening, and interviewing.
- e. Assists with the preparation of the performance review process and ensures all up-to-date legal postings are placed in a designated area within established timeframes (Labor Laws, OSHA, etc.).
3.Conduct and track PPH and BCCS staff training required courses on ongoing basis as needed;
- a. Ensure all staff meet training requirements
4. Maintain proper recordkeeping of companies’ payroll and human resources;
5. Maintain and process all hiring onboarding documents, assist with company employee handbook maintenance, assist in new employee recruitment process.
- a. Processes all aspects of employee information from initial hire process to termination including onboarding paperwork, and new hire import into Paychex systems, and assist in offer letter preparations.
- b. Input correct worker’s compensation class codes, Set-up new state tax withholding, unemployment insurance accounts, and state workers compensation accounts when PEO Paychex needs assistance in varying states.
- c. Process sensitive paperwork in secure manner being mindful of security sensitive process and confidentiality.
- d. Initiate and conduct Exit Interview distribution and collection when applicable.

Pay: $45,000.00 - $50,000.00 per year
